ARTICLE I - Name and Affiliation

Section 1. The name of the organization shall be the NORTHWEST ROLLER CANARY CLUB.

ARTICLE II - Purpose and Services

Section 1. To advance and promote the GERMAN ROLLER CANARY fancy.

Section 2. To share information and fellowship with every other roller canary breeder.

Section 3. To interest the public in the roller canary hobby and its’ goals.

Section 4. To promote and sponsor an annual song contest.

A. Any member of the club, novice, amateur, champion or master breeder may sit with a judge at any Roller Song Contest and Show for the judge of that contest to evaluate the member’s competence in judging the various tours of the Rollers being judged. When a judge considers that member is sufficiently competent to judge the various tours he may give that member a letter evidencing such competence.

B. When a member receives a total of three (3) of these letters from three (3)

different judges the member shall submit copies of such letters to the Board of Directors who shall vote for approval of that member as a judge following which they shall issue a Certificate of Judgeship to that member. 

C. The song contest shall be for roller canaries only with closed bands giving year of birth and club or association initials.

D. The song contest shall be held separate and apart from any other bird show.

E. The roller canaries entered in the annual contest shall be judged in accordance with the song standards as established by the Northwest Roller Canary Club.

F. The Northwest Roller Canary Club will always sponsor an open show and singing contest for all roller breeders and exhibitors.

ARTICLE III – Membership

Section 1. Application for membership will be accepted at any regular meeting.

Section 2. Membership Categories

A. NOVICE CLASS: A member who has never won first place, single, or team Bred, Raised and Trained by the member. 

B. AMATEUR CLASS: A member who has won first place in the Novice Class, single, or team Bred, Raised and Trained by member.

C. CHAMPION CLASS: A member who has won two first places in the Amateur Class, single or team, Bred, Raised ad Trained by the member.

D. MASTER BREEDER CLASS: A member who has won three first place in the Champion Class, single or team, Bred, Raised and Trained by the member.

Section 3. Annual Dues to the club shall be as follows:

A. Members - $20.00

B. Members and spouse - $23.00

Annual dues are to be paid on or before January 1 with a period of grace until February 1. No bands shall be sold until the dues are paid in full for the band year.

Section 3. One vote shall be allowed each paid up member attending the meeting.

Section 4. Members in the club will be called upon from time to time to give their stance and time in the functions of the club and to assist at the annual song contest.

Section 5. Any person becoming a member during the last quarter of the year shall be considered as having his/her dues paid up for the following year.

Section 6. The Board of Directors may bestow a non-voting Honorary Membership on any deserving Roller Canary fancier.

ARTICLE IV – Officers

Section 1. The officers of the club shall be the President, Vice-President, Secretary and Treasurer.

Section 2. The club officers shall be nominated at the March meeting and also be elected at the March meeting, and will take office at the June meeting. They will serve for a period of two years.

Section 3. The Executive Board will fill vacancies at the next regular meeting subject to the approval of the members present.

Section 4. When an elected officer is absent from three (3) consecutive meetings ‘without cause,’ the office will be declared vacant.

ARTICLE V - Duties of Officers

Section 1. The President shall preside at all club meetings and functions. The President shall appoint all committees (with the exception of the Show Committee).

Section 2. The Vice-President shall assume the duties of the President when the President is absent.

Section 3. The Secretary shall keep a complete record of all club meetings and functions and memberships in the club. The Treasurer shall receive all money to the credit of the club and make proper payment of bills incurred against the club with proper authorization. The Treasurer shall furnish the membership with a complete list of the names and addresses of each dues paying member at the March meeting.

ARTICLE VI - Board of Directors 

Section 1. The affairs and functions of the Northwest Roller Canary Club shall be under the direction of the Board of Directors, which will include the following:

A. The President, Vice-President, Secretary and Treasurer will serve on the Board of Directors for two (2) years.

B. Three club members shall be nominated and elected at the March meeting and will take office at the June meeting. They will serve three years. To ensure continuity on the Board of Directors, one (1) club member will be nominated and elected each year at the March meeting and take office at the June meeting.

C. When a member of the Board of Directors is absent from three (3) consecutive meetings without an excuse deemed to be valid by the President; his/her office shall be declared vacant. 

Section 2. The Board of Directors shall promulgate the policies and rules under which the club and song contest shall operate. These policies, rules and decisions shall be subject to approval of the membership to vote as provided in ARTICLE IX, Section 2. A printed sheet showing any proposed changes will be issued each member present prior to discussion and vote. The Vice-President who will immediately announce the results will tabulate votes by a show of hands.

Section 3. The Executive Board will fill vacancies at the next regular meeting subject to the approval of the members present.

Section 3. Vacancies on the Board of Directors shall be filled in accordance with ARTICLE IV, Section 3 of the By-Laws.

ARTICLE VII - Club Operations

Section 1. The Show Manager will be appointed by the Executive Officers subject to the approval of the members at the March meeting each year.

Section 2. The Show Manager shall be responsible for all aspects of putting on the annual song contest and will be responsible for all money received and paid out in connection with putting on the show, and will provide all entry forms, score sheets and show result catalogs.

Section 3. A list of accredited judges will be submitted to the Secretary by the membership, not later than the June meeting. The Secretary will submit at the September meeting the names of those interested and available with expenses and stipends to the Board of Directors. The President will be authorized to enter into negotiations immediately with two selected by the Board of Directors. He will consider expenses, stipends, and above all, quality. The President’s selections will be final and binding on the club.

ARTICLE VIII - Meeting Dates

Club meetings will be held at 11 A.M. on the third Saturdays of March, June, and September and at the Annual Song Show. Notification of the meeting place and date will be published in the monthly Newsletter prior to the meeting.

Section 1. Notice of proposed By-Laws changes will be noted in the Newsletter preceding the meeting.

Section 2. The By-Laws may be amended at a regular membership meeting by a two-thirds majority of the votes cast by members present.

ARTICLE X – Dissolution

Section 1. The Board of Directors may with authorization by a two-thirds majority of the votes cast by members at a regular meeting, proceed with the dissolution of the club.

Section 2. Material assets of the club (cages, seeds, stationery, etc.) shall be sold for cash by the Board of Directors.

Section 3. Cash realized from the above, as well as funds in the club’s checking and savings accounts, shall be donated to the Children’s Orthopedic Hospital of Seattle for the greatest good.

Section 4. No cash or other assets shall accrue to any other person or organizations. 

Section 5. The Secretary shall make a report of the foregoing to the I.R.S. and the State of Washington on the proper forms.
